EPA Grants California Greenhouse Gas Waiver

Today the EPA granted California its long-standing request for a waiver to regulate greenhouse gas emissions as pollutants.  The waiver will enable California to enforce its greenhouse gas emissions standards for new motor vehicles, beginning with the current model year.

“This decision puts the law and science first. After review of the scientific findings, and another comprehensive round of public engagement, I have decided this is the appropriate course under the law,” said EPA Administrator Lisa P. Jackson.  “This waiver is consistent with the Clean Air Act as it’s been used for the last 40 years and supports the prerogatives of the 13 states and the District of Columbia who have opted to follow California’s lead.  More importantly, this decision reinforces the historic agreement on nationwide emissions standards developed by a broad coalition of industry, government and environmental stakeholders earlier this year.”

LEED for Homes ID Credit 1.3 Awards Point Only for LEED for Homes Accredited Professionals

The USGBC’s LEED for Homes Green Rating System awards a point under Innovation and Design Process (“ID”) Credit 1.3 for a “Professional Credentialed with Respect to LEED for Homes.”  Prior to the release of the USGBC’s LEED for Homes Accredited Professional exam track in June 2009, this credit was not available to project teams.  Under ID Credit 1.3, it is insufficient for a member of the project team to be a “LEED AP,” instead, the credit requires the involvement of a LEED AP Homes in order to earn the point.

Specifically, in order to qualify for LEED for Homes ID Credit 1.3, the following requirements must be met:

1) the professional must be credentialed as “LEED AP Homes” under the new LEED AP+ credentialing system through GBCI (Beta testing is complete and market-wide testing became available starting June 12th);

2) the LEED AP Homes must be a principal member of the project team and must NOT be a member of the verification team (i.e. the Green Rater);

3) the LEED AP Homes must have an “ongoing role” in the project including participation in meetings; AND

4) the LEED AP Homes must achieve the credential PRIOR to the preliminary rating (must be confirmed by Green Rater).

In order to earn the LEED AP Homes designation, an individual must pass both the “LEED Green Associate” test AND the “LEED AP Homes” test.

David Neiger, Principal at Populus, had the opportunity to take and pass the Beta version of the LEED Green Associate and the LEED AP Homes tests in early March 2009.  Discussing his experience of the exams, Neiger said: “The LEED Green Associate test bears some resemblance to the old LEED AP tests, however, the new LEED AP Homes test emphasizes residential building science and best practices including the content of the LEED for Homes Reference Guide.”

Unlike the USGBC’s previous LEED AP exams, to take the new LEED AP exams, an individual must have previous experience with a LEED Registered Project in the three years prior to the application date.  This LEED project experience must be documented by a letter from a supervisor, client, or project manager, and must describe the individual’s involvement on the project as a consultant, contracted worker, member of the project team, LEED Homes Provider, LEED Commercial Reviewer, LEED Homes Green Verifier, or staff member of a Certifying Body.

Santa Fe Adopts Performance-Based Residential Building Code

Santa Fe, New Mexico, has followed the City of Boulder and Boulder County by adopting a performance-based residential building code.  The performance-based energy code requires that residential new construction demonstrate heightened energy performance by achieving a specified HERS Index Score.  Under the code, the required HERS Index Score is tied to the square footage of the home.  Santa Fe will begin implementation of its new code starting July 1, 2009.

Obama Announces New Light Bulb Energy Efficiency Standards

Today President Obama announced new federal efforts to promote energy efficiency through stricter national energy efficiency standards for lighting.  “I know light bulbs might not seem sexy,” President Obama said, “but this simple action holds enormous promise because 7 percent of all energy consumed in America is used to light our homes and our businesses.”  In fact, according to a coalition representing consumer and environmental organizations, utilities and state governments, the new national minimum energy efficiency requirements will save more energy than any other standard ever issued by another administration.

The new lighting efficiency standards will make the hundreds of millions of fluorescent tube lamps used to light commercial spaces more efficient and will phase out conventional incandescent reflector lamps.   According to the Department of Energy, the new standards will save up to 1.2 trillion kilowatt hours over the next thirty years, while reducing carbon dioxide emissions by up to 594 million metric tons (equivalent to the annual emissions of 110 million cars).

The federal standards announced by President Obama today are part of the Administration’s broad-based efforts to increase energy efficiency, create a clean energy economy and increase the United States’ energy independence.  “When we put aside the posturing and politics… a simple choice emerges,” President Obama said, “we can remain the world’s leading importer of oil, or we can become the world’s leading exporter of clean energy. That’s our choice: Between a slow decline and renewed prosperity. Between the past and the future.”
