The City of Boulder chose Populus to serve as an energy consultant to design the prescriptive energy compliance pathway for the nation’s first performance-based rental housing energy ordinance, “SmartRegs”.
To design a prescriptive compliance pathway, Populus participated in retrofit case studies and conducted extensive energy modeling and analysis. After passage of the rental ordinance, Populus provided the City with an implementation package that included a technical user’s guide for rental inspectors and licensing training for rental energy code inspectors.
Populus currently provides the City of Boulder with on-going SmartRegs implementation support, including a full-time SmartRegs helpline, residential case-studies in partnership with the Department of Energy’s Building America Team, and a customized version of Populus’ Information Managment System (“IMS”) to track rental code compliance, retrofit data and baseline building data.
SmartRegs is a multiple-incentive energy ordinance; owners receive a pathway to prioritize improvements with the best return on investment, renters realize improved comfort and reduced energy bills, and the community benefits from achieving carbon reduction goals.
